TOWN COUNCIL
MEETING MINUTES
FEBRUARY 19, 2015
7:00 PM

The Mountain View Town Council in Berkeley of Jefferson County, State of Colorado met for a regular Council Meeting on February 19, 2015, at 7:00 p.m. in the Mountain View Town Hall located at 4176 Benton Street.

Mayor Kiddie called the meeting to order, answering to roll call were the following:

Mayor Kiddie asked for a motion to approve the Agenda of February 19, 2015. Councilmember Lilliston made a motion to approve the Agenda for February 19, 2015. Motion was seconded by Councilmember Maurath and was passed by unanimous roll call vote of council members present.

Mayor Kiddie asked for a motion to approve the Minutes of January 15, 2015. Councilmember Lilliston made a motion to approve the Minutes of January 15, 2015. Motion was seconded by Councilmember Dosh and was passed by unanimous roll call vote of council members present.

Mayor Kiddie asked for a motion to approve the Minutes of January 22, 2015. Councilmember Dosh made a motion to approve the Minutes of January 22, 2015, with correction to be made. Motion was seconded by Councilmember Boone and was passed by unanimous roll call vote of council members present.

Mayor Kiddie asked for a motion to approve the Cash Sheet and Claims. Councilmember Lilliston made a motion to approve the Cash Sheet and Claims. Motion was seconded by Councilmember Maurath and was passed by unanimous roll call vote of council members present.

There were no residents present for tonight’s meeting.

Councilmember Maurath asked to have it on record that she wouldn’t be able to vote on any of the Resolutions as she had not had enough time to look them over and feel comfortable on voting for any of them.

RESOLUTION NO. 2015-4 A RESOLUTION AMENDING ARTICLE VI OF THE MOUNTAIN VIEW EMPLOYEE HANDBOOK  After a lengthy discussion, Councilmember Dosh made a motion to approve the changes to the Employee Handbook.  Motion was seconded by Councilmember Hancock and was passed by unanimous roll call vote of council members present.

RESOLUTION NO. 2015-5 A RESOLUTION CHAGNING THE DATE FOR REGULAR MEETINGS OF THE TOWN COUNCIL  After discussion Councilmember Lilliston made a motion to approve Resolution 2015-5 changing the council meetings to the second Monday of a month.  Motion was seconded by Councilmember Boone and was passed by unanimous roll call vote of council members present.

RESOLUTION NO. 2015-6 A RESOLUTION AUTHORIZING THE EXECUTION OF THE INTERGOVERNMENTAL AGREEMENT FOR THE USE AND MAINTENANCE OF A REGIONAL CRIMINAL JUSTICE RECORDS MANAGEMENT SYSTEM BETWEEN THE CITIES OF ARVADA, EDGEWATER, GOLDEN, LAKEWOOD, AND WHEAT RIDGE AND THE TOWN OF MOUNTAIN VIEW  After a lengthy discussion Councilmember Lilliston made a motion to table Resolution 2015-6 until the February 26th Special Council Meeting to be held at 6:30 pm.  Motion was seconded by Councilmember Maurath and was passed by unanimous roll call vote of council members present.

Councilmember Maurath and Councilmember Dosh will meet with the Accountant and will discuss with her how they would like to see the Financial Reports done for the Council meetings.

Mayor Kiddie explained the consent agenda to council, there would need to be only one motion made to cover the first five items on the agenda list, unless there were changes needing to be made.  Councilmember Lilliston made a motion to approve using the consent agenda.  M0tion was seconded by Councilmember Hancock.

Mayor Kiddie asked for a committee to get a job description together for the public works job that at present is empty.  Councilmember Lilliston and Councilmember Maurath along with Chuck Reid will look over the job description and see what changes need to be made to it.

Spring cleanup will be set for April 25th and May 2nd for the roll offs.  May 13th will be set for street sweeping with the alternate day being May 27th.  The Health fair will be on April 4th at the same time as the Meet and Greet from 9:00 am to 11:00.

The Community Picnic will be August 22, 2015, at 3:00 p.m. to 6:00 p.m.

Mayor Kiddie and Councilmember Lilliston met with CRS concerning the towns accounting practices.  Mayor Kiddie told them to take it over and build it, create a policies and procedure manual for accounting practices and change anything that needs to be changed.

Councilmembers Hancock and Dosh brought up that council would be given a raise in pay as they have not had one in many years and with council doing more than just one meeting a month they are also doing extra activities.  There will be further discussion on this within the next few months.

Councilmember Lilliston mentioned getting the sidewalk issue brought to a closure.  Mayor Kiddie mentioned hiring and engineer to come and look over the sidewalks, curbs and streets and fine out where the problem areas are and how to fix it.

Mayor Kiddie is committed to having the Meet and Greets bi-monthly on his own.  Council may come on a quarterly basis if that is what they choose to do.

Chief Toth mentioned that the present Marijuana Ordinance has some areas that need to be changed to cover any unforeseen issues.  As of now the town can charge a grow under the building regulation code.

Chief Toth introduced his two newest officers to the council and gave council an update on the things that the police department has been doing.

Mayor Kiddie informed council that the old school has been sold and that the new owner in two years wants to put in town homes.

Mayor Kiddie asked for a motion to adjourn until February 26th at 6:30. Councilmember Lilliston made a motion to adjourn, motion was passed by unanimous voice vote of council members present.
