TOWN COUNCIL SPECIAL MEETING
JANUARY 16, 2017

Sarah Albright, Town Clerk/Treasurer, recorded the meeting. Minutes are

MEETING TIME: 6:32 PM

LOCATION: Town Hall

THE TOWN OF MOUNTAIN VIEW LICENSING AUTHORITY BOARD MEETING CALLED TO ORDER
Mayor Kiddie called the meeting to order. Roll call.

TRANSFER OF OWNERSHIP - GREEN DRAGON CANNABIS CO.
Kiddie introduced the agenda item. He noted that everything was completed, the background checks, and the application submitted properly.

Andrew Levine, Green Dragon, stated they intend to sell recreational marijuana in their stores. The store will look like new and they intend to be open late hours. He addressed Council's questions and concerns.

Kiddie stated Town Attorney was on the phone at this time.

Kiddie wanted to be sure the permitting was complete with Tru Cannabis, and the sales taxes were paid and up-to-date before the closing.

David Benlolo, Tru Cannabis, stated his bookkeeper has everything read and will be paid by the closing date.

Councilmember Lilliston motioned and Councilmember Dosh seconded. The motion passed with roll call vote of all members present.
Mr. Benlolo commented the new business is a good, top-notch operation, and that there would be no odors and complaints eliminated.

Councilmember Levy motioned to convene to the regular meeting of Town of Mountain View and Councilmember Dosh seconded. The motion passed with roll call vote of all members present.

DETOX UPDATE
Kiddie introduced the agenda item. He gave a brief update and turned the meeting over to the Chief of Police.

Chief Toth requested Council to consider donating monies to assist the Arapahoe House, financially in covering costs to help keep it open, functioning through June 15-16, 2017. The total amount they need $259,000 to stay open through June and the commitment they have is $75,000 from Jefferson County to date.

Discussion include: monies needed; municipalities in metro area; other entities donating; closing in January or June; state mandated services; social issues; $5,000 donation; trying to keep services going and prevent closing; educating community through news media and social networking; councilmember possibly attend meetings.

Councilmember Dosh motioned to donate $5,000 to the Arapahoe House Detox and Councilmember Richardson seconded. The motion passed with roll call vote of all members present.

Chief Toth thanked them for their donation.

MEETING ADJOURNMENT
Kiddie asked for a motion to adjourn.

Councilmember Lilliston motioned and Councilmember Levy seconded. The motion passed and the meeting adjourned at 7:26 PM.
