THE TOWN OF MOUNTAIN VIEW
June 3, 2021

PRESENT: Mayor Glenn Levy, Councilmembers Kathleen Bailey, Mladenka “Mia” Boehrer; Sean R. Davis, and Melissa Jacobi

STAFF MEMBERS PRESENT: Gene Bird, Public Works Director; Steve Davis, Chief of Police

OTHERS PRESENT: Shelly Clark, Professional Management Solutions, Temporary Town Clerk; Brittany Loecher; Brent Metz; Sandy Rubino; Abby Laib; Justus Zimmerly

1) CALL TO ORDER AND ROLL CALL
Mayor Levy called the meeting to order, and Temporary Town Clerk Shelly Clark called the roll. 

Bailey—Yes; Boehrer—Yes; Davis—Yes; Jacobi--Yes.  A quorum was present.   

2)  UNSCHEDULED PUBLIC COMMENTS-COMMENTS ARE LIMITED TO 3 MINUTES
Mayor Levy asked if there were any unscheduled comments from the public.  There were none. 

3)  DISCUSSION AND SELECTION OF THREE NEW COUNCIL MEMBERS
Mayor Levy thanked all the applicants for participating in this process.  He explained the selection process, stating that if there is a tie, he will break the tie with his vote.  Mayor Levy asked the Councilmembers to discuss their choices for the three vacant openings and to give a brief outline of their decision process.  He also asked each Councilmember to describe what they feel the Town needs in a Councilmember.  

Each Councilmember took the opportunity to discuss their top three choices and gave a brief explanation as to why they made these selections.  

Mayor Levy stated that based on the Councilmembers’ comments, two of the candidates have the majority votes.  Abby Laib received 4 out of 4 votes and Brittney Loecher received 3 out of 4 votes.  There was a tie between two candidates:  Brent Metz and Sandy Rubino.  Council discussions ensued. 

Mayor Levy repolled the Council and there was no change in the Councilmembers’ preferences, still leaving a tie.  He discussed the strengths of both candidates and the reason for his choice in the tie breaking decision.  Mayor Levy voted for Brent Metz.  Further discussion ensued. 

Mayor Levy repolled the Council and the top three candidates were Abby Laib, Brittany Loecher and Brent Metz.  

Mayor Levy asked Temporary Town Clerk Shelly Clark to conduct a roll call vote to appoint Abby Laib, Brittany Loecher, and Brent Metz to the vacant Council seats. 

Roll Call Vote: Bailey – Yes; Boehrer – Yes; Davis – Yes; Jacobi--Yes.   

Mayor Levy suspended the meeting for a Break from-7:18pm-7:25pm.

4)  SWEARING IN OF NEW COUNCIL MEMBERS-7:26pm to 7:32pm.  
Mayor Levy asked Shelly Clark, Temporary Town Clerk to swear in the new Councilmembers.  Shelly Clark, Temporary Town Clerk swore in each Candidate individually:  Abby Laib, Bret Metz and Brittany Loecher.  

5)  COUNCIL COMMENTS
Councilmember Jacobi gave her departing remarks.  

Councilmember Boehrer asked about the Town Picnic.  Mayor Levy stated that it will be discussed at the June 21st meeting.  

Councilmember Bailey asked about resuming in-person meetings.  Discussion ensued. 

Councilmember Laib asked for information for new Councilmembers that describes each Committee and its functions.  Mayor Levy said that Committee descriptions are available for the new Councilmembers.  

Councilmember Davis welcomed the new members. 

6)  MAYOR COMMENTS
Mayor Levy mentioned the approved rules of procedure that the new Council members will receive and sign.  He stated that the rules will cover a lot of the questions they may have and will give a good overview of what the Council Member position requires.  Mayor Levy updated Council on a some items to be addressed at the next meeting:  committee assignments, nominations for Mayor Pro Tem, the Town Picnic, and discussion on two parcels of land.  Mayor Levy thanked all the applicants for their interest in serving on the Town Council.  

7) MEETING TO ADJOURN
Councilmember Bailey moved and all Councilmembers seconded the motion to adjourn the meeting at 7:52pm. 

Roll Call Vote: Bailey – Yes; Boehrer – Yes; Davis – Yes; Jacobi—Yes; Laib—Yes; Loecher—Yes; Metz--Yes.  The motion passed.
