For a homeowner or building contractor considering any new construction or home improvement, seek building code information and permit applications here or by contacting the Mountain View Town Hall.


How do I obtain a Building Permit?


1. Print and complete and the following forms:

2. Email the following items to [email protected]:

  • COMPLETED Application
  • "Use Tax Calculation" valuation forms
  • A copy of your contractor's license, if applicable (from any surrounding municipality)
  • A copy of your contractor's proof of Liability Insurance  

3. Once the following completed items are received by [email protected], they will issue a permit. A hard stock card is given to the applicant. 

4. Applicant MUST POST hard stock card in the front window of the property. The card shows the permitted work being done, and is left for the Building Inspector. It must be visible to those walking by, so please post on the outside with high quality tape.

5. When the work is complete, and the applicant is ready for the final inspection, call the number on the top of the card. The inspector will take the card when the work is completed satisfactorily.


Do I need a Building Permit?


Work Needing Permits:

No plans need to be submitted in advance for these types of work, but the Building Inspector MUST approve the work at the completion of the job:

Building Inspector MUST pre-approve plans before permit issued for the following:

  • New Buildings/Additions
  • Garages
  • Porches
  • Decks
  • Sheds: ONLY if size is 10′ X 12′ or larger
  • Major Plumbing Changes
  • Siding
  • Demolition

No Permits Needed:

  • Concrete Sidewalks that are entirely on your own private property and do not impede the Right of Way (ROW) areas of common/shared sidewalks or areas between the sidewalk and the street. (Please read directions and information about these types of repairs on our FAQ page under “Sidewalk repairs” questions. Although you do not need a permit, there are still requirements for this work. Sidewalks must be 4” deep, for example. Also, you must follow noise ordinance.)
  • Concrete flat work not on the ROW areas such as patios on grade, etc.
  • Window Replacement if the new window is the same size as the existing window.

Although no building permit is required for the above household projects, it is advisable to contact the Public Works Coordinator as specific finishing details may be regulated by a Town Ordinance. Inspections:

Inspections After Permitted Work Is Completed - The Building department will be doing inspections as requested by calling 303-450-8748 by 4pm and the inspection will be completed the following business day. 


Procedure for Contemporaneous Reviews of Electrical and Plumbing Licenses


This guide is the result of HB19-1086 (Plumbing) and SB19-156 (Electrical). HB19-1086 becomes effective January 1, 2020. SB19-156 becomes effective July 1, 2019. 

Procedure for Contemporaneous Reviews of Electrical and Plumbing License and Apprenticeship Requirements. 

This standard procedure has been developed for conducting contemporaneous reviews to ensure consistent, timely, and efficient enforcement of Colorado's electrical and plumbing licensure and apprenticeship requirements.
Inspections of projects requiring an electrical or plumbing permit must include a contemporaneous review of electrical and plumbing licenses, when possible. 

Contemporaneous reviews may include a full or partial review of the electricians, plumbers, and apprentices working at a job site being inspected, at the discretion of the inspector, based on the inspector's familiarity with the installers or other relevant factors.

Inspectors may perform contemporaneous reviews at any time. Inspectors may conduct occasional, random, on-site inspections while actual plumbing or electrical work is being conducted, with a focus on large commercial and multi-family residential projects. 

If a contemporaneous review reveals any non-compliance with Colorado's electrical and plumbing licensure or apprenticeship requirements, the inspector who performed the review shall promptly notify his or her immediate supervisor. Inspectors may file a complaint with the State electrical and plumbing boards for any violation of C.R.S. Title 12, Article 23 (Electricians) or C.R.S. Title 12, Article 58 (Plumbers).

Residential Roofing Requirements - 2015 IRC


  1. Roof Replacement: Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck. (R908.3)
  2. Sheathing Requirements: Asphalt shingles shall be fastened to solidly sheathed decks (R905.2.1)
  3. Asphalt Shingles: Asphalt shingles shall be tested in accordance with ASTM D 7158. Asphalt shingles shall meet the classification requirements of Table R905.2.4.1 for appropriate ultimate design wind speed. Asphalt shingle packaging shall bear a label to indicate compliance with ASTM D 7158 and the required classification in Table R905.2.4.1. (R9052.4.1)
  4. Drip Edge: A drip edge shall be provided at eaves and rake edges of shingle roofs. Adjacent segments of drip edge shall be overlapped not less than 2″. Drip edges shall extend not less than 1/4″ below the roof sheathing and extend up back onto the roof deck no less than 2″. Drip edges shall be mechanically fastened to the roof deck at not more than 12″ O.C. with fasteners as specified in Section R905.2.5. Underlayment shall be installed over the drip edge along eaves and under the drip edge along rake edges. (R905.2.5)
  5. Fasteners: Fasteners for asphalt shingles shall be galvanized steel, aluminum or copper roofing nails, minimum 12-guage shank with a min 3/8″ diameter head, complying with ASTM F 1667, of length to penetrate through the roofing materials and not less than 3/4″ into the roof sheathing. Where the roof sheathing is less than 3/4″ thick, the fasteners shall penetrate through the sheathing. (R905.2.5)
  6. Valley Linings: Valley linings shall be installed in accordance with the manufacturer's instructions before applying shingles. Valley linings of the following types shall be permitted: (R905.2.8.2) a. For open valleys (valley lining exposed) lined with metal, the valley lining shall not be less than 24″ wide of any of the corrosion-resistant metals in Table R905.2.8.2. b. For open valleys, valley lining of two lies of minerals-surfaced roll roofing, complying with ASTM D 3909 or ASTM d 6380 Class M, shall be permitted. The bottom layer shall be 18″ and the top layer not less than 36″ wide. c. For closed valleys (valley covered with shingles), valley lining of one ply of smooth roll roofing complying with ASTM D 6380 and not less than 36″ wide or valley lining as described in Item 1 or 2 shall be permitted. Self-adhering polymer modified bitumen underlayment complying with ASTM D 1970 shall be permitted in lieu of there lining material.
  7. Ice and water is not required.
  8. A ladder must be on-site; tied off to the roof for the inspection.

IMPORTANT NOTES:


Property owners who complete their own improvement are not required to have a license, but building permit regulations and various building and fire code regulations still apply for the project.

The following time frames are for review only: If the building permit application is incomplete or the Town's planning and/or building departments require more information, the time frames will be extended.

General review timeframes:

For basic permits (such as roof and water heater permits): 2-4 business days.
For residential additions or interior remodeling projects: 8-10 business days
For commercial projects: 12-14 business days.

The 2015 International Building Code is the official adopted reference for building codes and applicable to Mountain View, effective March 28, 2019.
