FEBRUARY 22, 2021 6:30 PM



PRESENT: Mayor Glenn Levy, Mayor Pro Tem Chelsea Steen, Councilmembers Miadenka "Mia" Boehrer, Sean R. Davis, Adam Ellsworth, Melissa Jacobi, and Kathleen Bailey.

STAFF MEMBERS PRESENT: Gene Bird, Public works Director; Steve Davis, Chief of Police; Dorothy Romero, Administrative Assistant

  1. CALL TO ORDER AND ROLL CALL

    Mayor Levy called the meeting to order and called the roll.

  2. APPOINTMENT OF TEMPORARY CLERK FOR FEBRUARY 22, 2021 MEETING MAYOR/TOWN ATTORNEY

    Councilmember Boehrer moved and Councilmember Bailey seconded to appoint Shelly Clark of Professional Management Solutions as temporary Town Clerk from February 22 to March 15th .

    Roll Call Vote: Bailey — Yes, Boehrer —Yes, Davis — Yes, Ellsworth — Yes, Jacobi — Yes, Steen — Yes. The motion passed.

  3. CONSENT AGENDA

    Councilmember Ellsworth moved and Councilmember Bailey seconded to approve the items on the consent agenda:

    Summary Account Information & Accounts Payable for November 2020 Finance Committee Meeting Minutes.

    Roll Call Vote: Bailey— Yes, Boehrer—Yes, Davis--Yes, Ellsworth—yes, Jacobi—yes, Steen—yes. The motion passed.

  4. UNSCHEDULED PUBLIC COMMENTS-COMMENTS ARE LIMITED TO 3 MINUTES

Mayor Levy asked if there were any unscheduled comments from the public. There were none. 5) STAFF UPDATES AND [REPORTS

Reports on the Town's departmental operations were given:

Public Works—Mr. Bird reported that the DOLA grant had been submitted by the Mayor. He updated the Council on the work that has been done on the survey process for the Town Hall expansion. He also informed Council that they have received five quotes on radar speed signs.

A question regarding needed sidewalk improvements was raised. Discussion ensued. Additional information about the properties needing sidewalk improvements and options for assisting property owners with associated costs will be brought to the Council later by The Mayor, Mr. Bird and Attorney King.

Public Safety —Chief Davis reported to Council that there have been several stolen vehicles in surrounding areas, but Mountain View has been reported as a community that has not experienced an increase in theft of vehicles. He reported that Officer Matthew Garrow has completed his training. Chief Davis commended Sgt. Mike Nesbitt and Officer Aaron Fougere for returning abandoned shopping carts to local stores. Chief Davis also thanked staff members Michelle Romero, Shannon O'Neal, and Professional Management Solutions for their help during the Town Clerk/Treasurer's absence.

Town Attorney—Attorney King reviewed certain rules regarding the conduct of Council meetings and specified that the council needs to better stay on topic.

Administration—Ms. Trotter reviewed the Town Clerk/Treasurer duties that her firm will provide during the Clerk/Treasurer's absence.

  1. PUBLIC COMMENTS REGARDING CURRENT AGENDA ITEMS

    Mayor Levy asked if the public had any comments regarding current agenda items. There were none.

  2. DISCUSSION AND POSSIBLE APPROVAL OF RESOLUTION NO. 2021-25A, A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN MARK'S QUALITY LAWN &

    TREE AND THE TOWN OF MOUNTAIN VIEW FOR SIDEWALK, LAWN, TRASH, AND PARKLAND MAINTENANCE

    Mr. Bird reviewed information regarding the proposed agreement with Mark's Quality Lawn & Tree

    Councilmember Boehrer moved and Councilmember Steen seconded to approve Resolution 2021-25A authorizing the execution of an agreement with Mark's Quality Lawn & Tree and the Town of Mountain View for sidewalk, lawn, trash, and parkland maintenance.

  3. DISCUSSION AND POSSIBLE APPROVAL OF RESOLUTION NO. 2021-2-22A, A RESOLUTION APPOINTING THE PRESIDING MUNICIPAL JUDGE, AS PROVIDED IN ARTICLE OF THE TOWN CHARTER.

    Mayor Levy reviewed the results of the Town's search for a new Municipal Court Judge, the review committee's considerations, and their recommendation of Michelle R. Kline for the position.

    Councilmember Boehrer moved and Councilmember Ellsworth seconded to approve Resolution No. 2021-2-22A appointing Michelle R. Kline as Presiding Municipal Judge for the Town of Mountain View.

  4. DISCUSSION AND POSSIBLE APPROVAL OF RESOLUTION NO. 2021-2-22B, A RESOLUTION APPOINTING R FARMER LLC AS AUDITOR FOR THE TOWN OF MOUNTAIN VIEW.

    Mayor Levy recommend the appointment of R. Farmer, LLC as the Auditor for the Town of Mountain View. Ms. Trotter discussed her familiarity with the firm's work and her concurrence with the Mayor's recommendation.

    Councilmember Bailey moved and Councilmember Boehrer seconded to approve Resolution No. 2021-2-22B appointing R Farmer LLC as the Auditor for the Town of Mountain View.

    Roll Call Vote: Bailey —Yes, Boehrer — Yes, Davis — Yes, Ellsworth — Yes, Jacobi — Yes, Steen — Yes. The motion passed.

    Mayor Levy suspended the meeting for a Break from 7:35pm to 7:48pm.

  5. DISCUSSION AND POSSIBLE APPROVAL OF RESOLUTION NO. 2021-2-22C, A RESOLUTION AUTHORIZING THE PURCHASE AND DELIVERY OF SS-GALLON RESIDENTIAL TRASH CARTS IN AN AMOUNT NOT TO EXCEED $19,000.

    Mayor Levy reviewed information with the Town Council regarding a proposal for the purchase of 95-gallon residential trash carts in the amount not to exceed $19,000.00.

    Councilmember Boehrer moved and Councilmember Steen seconded to approve Resolution No. 2021-2-22C authorizing the purchase and delivery of 95-gallon residential trash carts in the amount not to exceed $19,000.00.

    Roll Call Vote: Bailey — Yes, Boehrer —Yes, Davis —Yes, Ellsworth — Yes, Jacobi — Yes, Steen — Yes. The motion passed.

  6. COMMITTEE UPDATES

    CDOC Committee—The committee referred to its report in the Town Council Agenda Packet. The committee has been working on newsletters and would like to start providing e-versions of the Town newsletters to the residents of Mountain View.

    Finance Committee— The committee referred to its report in the Town Council Agenda Packet.

    Sustainability Committee— The committee referred to its report in the Town Council Agenda packet. They updated the Town Council on the Christmas tree recycling program, trash cleanup event, and the virtual recycling workshop.

    Economic Development—The committee referred to its notes that had been sent separately to the Town Council. They stated that there is not much to report until certain zoning documents are received.

  7. MAYOR'S REPORT/ITEMS

    Mayor Levy asked what date would work for Town Council to schedule a Study Session. They decided to meet on March 22 at 6:30pm.

  8. COUNCIL MEMBERS' REPORTS/ITEMS

    Councilmember Ellsworth shared a resident's concern that checks presented to the Town are not being processed in a timely manner. Mayor Levy reported that this matter is being addressed with the help of Professional Management Solutions.
