SPECIAL COUNCIL MEETING MINUTES

March 22, 2021

6:30 PM

PRESENT: Mayor Glenn Levy, Mayor Pro Tem Chelsea Steen, Councilmembers Kathleen Bailey,

Mladenka “Mia” Boehrer, Sean R. Davis, and Melissa Jacobi.

STAFF MEMBERS PRESENT: Steve Davis, Chief of Police

OTHERS PRESENT: Shelly Clark, Professional Management Solutions, Temporary Town Clerk;

Evin King; Hoffmann, Parker, Wilson & Carberry P.C., Town Attorney, Travis Reynolds, and

Matthew Nilsen SAFEbuilt

1) CALL TO ORDER AND ROLL CALL

Mayor Levy called the meeting to order, and Temporary Town Clerk Shelly Clark called the roll.

Roll Call: Bailey—Yes; Boehrer—Yes; Davis—Yes; Jacobi—Yes; Steen--Yes. A quorum was

present.

2) PUBLIC COMMENTS ON CURRENT AGENDA ITEMS. COMMENTS ARE LIMITED TO 3 MINUTES

Mayor Levy asked if there were any comments from the public. There were none.

3) DISCUSSION AND POSSIBLE APPROVAL OF RESOLUTION 2021-03-22a, A RESOLUTION

APPOINTING SHELLY CLARK OF PROFESSIONAL MANGEMENT SOLUTIONS AS TEMPORARY

TOWN CLERK AND AUTHORIZING THE AMENDED CONTRACT FOR PROFESSIONAL

MANAGEMENT SOLUTIONS

Mayor Levy summarized the proposed amendments to the Town’s contract with Professional

Management Solutions that add the provision for Clerk/Treasurer Services.

Councilmember Bailey moved and Councilmember Boehrer seconded to approve Resolution

2021-03-22a, appointing Shelly Clark of Professional Management Solutions as Temporary

Town Clerk until April 22, 2021 and authorizing the amended contract for Professional

Management Solutions. Roll Call Vote: Bailey—Yes; Boehrer—Yes; Davis—Yes; Jacobi—Yes; Steen--Yes. The motion

passed.

4) PRESENTATION AND DISCUSSION OF LIMITED DEVELOPMENT STANDARDS ISSUES

Mayor Levy introduced Travis Reynolds and Matthew Nilsen of SAFEbuilt. Mr. Reynolds and

Mr. Nilsen reviewed information with the Council regarding development standards. There

were four areas reviewed:

- Residential Building Height

- Residential Lot Coverage

- Maximum Building Coverage for Accessory Dwelling Units (ADUs)

- Roof Top Decks and Non-Residential Areas of Accessory Dwelling Units

Discussion ensued regarding:

- Maximum building height and lot size in surrounding communities.

- Code provisions that protect trees.

- Privacy provisions for neighbors related to new construction.

- ADU requirements in surrounding communities.

- Master Plan update.

- Changes in Maximum Height in Mountain View.

5) COUNCILMEMBER COMMENTS

There were no Council comments.

6) MAYOR COMMENT

Mayor Levy gave a brief update to Council on the new trash cans that the Town will be purchasing. Mayor Levy stated that he will post a notice of the Council vacancy.

7) MEETING TO ADJOURN

Councilmember Boehrer moved and Councilmember Steen seconded to adjourn the meeting at

7:58pm.

Roll Call Vote: Bailey – Yes; Boehrer – Yes; Davis – Yes; Jacobi – Yes; Steen – Yes. The motion passed.
